MOVING IMAGE CODING METHOD AND MOVING IMAGE CODER

摘要

PROBLEM TO BE SOLVED: To provide a moving image coder, which uses in-image coding and inter-image coding by motion compensation prediction and conducts moving picture compression coding in real time while conducting constant rate control, that solves a visual problem because of periodic repetition of deteriorated/ enhanced image quality of a reproduced image in the case of coding such a scene that still picture are consecutive in a moving picture. SOLUTION: A still picture discrimination section 106 detects a still image sequence in a moving image and a compression coding means 103 applies forward prediction coding to all macroblocks from the still image discriminating section in still image other than a still image assigned to an I image which is forcibly inserted at a head of a GOP, so as to be coded in such a way that all the blocks are decoded entirely identical as with reference blocks.
