PROBLEM TO BE SOLVED: To develop steel for a welded structure which has high strength, and has excellent weldability, low temperature toughness and corrosion resistance, and its production method. SOLUTION: A slab having a steel composition containing 0.02 to 0.1% C, 0.05 to 2.5% Mn, <=0.025% P, <=0.01% S, 0.50 to <2.5% Cu, 0.25 to 2% Ni, 0.05 to 0.5% Mo, <=0.05% Nb, <=0.05% Ti, <=0.005% Se and <=0.1% Al is heated to a temperature range of 950 to 1,250 deg.C, is hot-rolled, is thereafter allowed to cool, or cooled to a temperature range of <=580 deg.C at a cooling rate of 1 to 50 deg.C/sec, is next reheated to 450 to 680 deg.C, and is cooled.
