A P/S conversion section (302) performs parallel-series conversion of parallel-input data sequences (#1 to #4) under to the control of an allocation control section (303) in such a way that a data sequence to be sent to a communication terminal having a higher priority is allocated to a higher-order bit in one symbol. A multi-level modulation section (304) performs multi-level modulation of the data subjected to parallel-series conversion. An S/P conversion section (305) convert the symbol subjected to the multi-level conversion to parallel data. Multipliers (306-1 to 306-4) subjects the parallel outputted symbols to a spreading processing. A multiplexer (309) multiplexes the spread symbols and an allocation notification signal after the spreading processing. A radio transmission section (310) transmits the multiplexed signal.
