SUBSTANCE: plant has combined-cycle turbine 6 coupled with ac generator and condensed-steam tank 9 communicating with steam outlet of mentioned combined-cycle turbine 6. Outlet of mentioned tank communicates by means of at least one pump 8 and flexible water-supply pipeline 7 with inner envelope 1 of captive balloon. Mentioned inner envelope 1 communicates via flexible steam line 5 accommodating mentioned flexible pipeline 7 feeding water to inner envelope 1 with steam inlet of combined-cycle turbine 6. Light- absorbing inner envelope 1 of balloon is isolated from atmosphere with outer envelope 2 that passes sun rays and also with gas layer 3 filling space between envelopes. EFFECT: provision for power generation even under cloud sheet conditions without using additional power sources. 5 cl, 1 dwg
