Disclosed is a concentrated hair conditioning composition for preparing a treated water having a silicone conditioning agent concentration of 0.001% to 2% for applying to the hair comprising: from about 0.01% to about 20% by weight of a silicone conditioning agent; and an aqueous carrier;wherein the composition is capable of providing a deposition of from about 10ppm to about 5000ppm of silicone conditioning agent when applied to the hair as the treated water.
