PROBLEM TO BE SOLVED: To provide a rubber sleeve exchanging device capable of mechanically placing/removing a rubber sleeve on/from a coil car. SOLUTION: A lower stage roller table 4 is provided on a mobile truck 8 moving in a working area 15 in the direction orthogonal to the horizontally moving direction of the coil car 5, an upper stage roller table 3 is provided on a supporting frame 9 erected on the mobile truck 8, pushers 6 and 7 for pushing and moving the rubber sleeves 1 and 2 placed on the upper and lower stage roller stables 3 and 4 up to the coil car 5 in the horizontal direction are provided in the supporting frame 9, and a removing device having a push-up cylinder 11 for pushing up and rolling the rubber sleeves in the direction of the upper and lower stage roller tables 3 and 4 is provided on the coil car 5.
