Device for micro-cellular radio-network planing using terrestrial digital photogrammetry and an orientation platform as a well a satellite based positioning system (DGPS). The arrangement uses transmitter and receiver devices to determine the reflection and absorption behavior of buildings, facades and vegetation. The measured data is stored in a reference database so that when future surveys reveal similar structures or vegetation the reference data can be used.
