PURPOSE: A device and a method for issuing a civil application document on the Internet are provided to receive an issuance request of the civil application document and to transmit the requested civil application document through the on-line. CONSTITUTION: If a registered user connects to a civil application document site by using a user terminal(201), an application part provides a screen displaying a kind of the civil document from a document kind database(211), the kind of a cooperating company(207) receiving a service of the civil application document from a cooperating company database(213) and a payment method from a payment method database(215). An order part requests the document to a certification organization(205) and the certification organization orders the document to an administration office. When the certification organization orders the document, the certification organization sends an order paper including the user information such as a user name, a resident registration number and an address. The administration office transmits the document through the on-line and a transceiving part(250) receives the document and transmits the document to the cooperating company.
