PROBLEM TO BE SOLVED: To provide a video encoder and method that attains multi-angle broadcasting for a frequency band by one channel in digital TV broadcasting. SOLUTION: A bit allocator 41 allocates bits on the basis of multi-angle information 12 and outputs bit allocation information 43. A 1st encoder 201 and a 2nd encoder 202 respectively encode a main video image 101 and audio 102 and a multi-angle video image 111 and audio 112 on the basis of the multi- angle information 12 and the bit allocation information 43. A multiplexer 51 multiplexes transport streams outputted from the 1st encoder 201 and the 2nd encoder 202 into one broadcast transport stream 8 on the basis of the multi- angle information 12 and the bit allocation information 43.
