PROBLEM TO BE SOLVED: To provide a tilt servo controller and a tilt servo control method, capable of properly performing tilt servo control with different kinds of optical recording media. SOLUTION: The controller is provided with an optical system for guiding laser beams emitted from a light source to the recording surface of the set optical recording medium and for guiding the laser beams reflected on the recording surface of the optical recording medium to an light detector, a reading signal generating means for generating a reading signal in accordance with the output signal of the light detector, a recording medium judging means for judging the kind of the optical recording medium which is set in an optical recording medium recording and reproducing device, a tilt driving signal generating means for generating a tilt driving signal which reduces a tilt angle of a normal at the irradiation position of the laser beam on the recording surface of the optical recording medium from a laser beam axial direction in a tilt driving signal generating method corresponding to the kind judged by the recording medium judging means, an actuator for adjusting the tilt angel and a driving means for driving the actuator in accordance with the tilt driving signal.
