PROBLEM TO BE SOLVED: To obtain an image forming device using a film heating type thermal fixing device in which high temperature offset and fixing slip or the like are prevented from occurring while preventing the excessive temperature rise of a paper non-passing part and maximizing the throughput of small-size recording material. SOLUTION: The thermal fixing device is provided with a temperature detection means 15 on the inside from maximum paper passing width and on the outside from minimum paper passing width, and the throughput is successively lowered such as P1, P2,...Pn (P1>P2>...>Pn) every time detected temperature by the detection means 15 exceeds thresholds T1, T2,...Tn (T1<T2<...<Tn). Furthermore, the throughput is successively increased such as P1, P2,...Pn (P1<P2<...<Pn) every time the detected temperature by the detection means 15 is lower than the thresholds T1, T2,...Tn (T1>T2>...>Tn). A temperature rise rate is detected by the detection means 15 and fixing temperature is made different in accordance with the detected result.
