PROBLEM TO BE SOLVED: To accurately prevent fraudulence using a piano wire or the like. SOLUTION: An open-close door 2 is actuated to an opened by an electromagnetic solenoid 6 with the holding of fixed conditions and a slide member 5 is moved by the electromagnetic solenoid 6 to open the open-close door 2 through an arm member 3. A contact member 5 is provided to contact a tail part 34 of the arm member 3 and regulates the rotary range thereof to limit the open-close door 2 below a specified opening, which allows the blocking of the forcible opening of the open-close door 2. To get the open-close door fully opened, the open-close door 2 is operated to be opened to the specified opening, then, a pressing member 7 is operated via the opening of the open-close door 2 opened to move the slide member 6 thereby retreating the contact member 4 to the position that enables further rotation of the arm member 3.
