A regulator valve (10) includes first (68) and second (96) plungers movable in a housing toward and away from the seal member (58). The plungers (68, 96) a re sealed to the housing and have passages (72, 100) therethrough. The plungers (68, 96) are biased toward the seal member (58) by fluid pressure at the housing outlet end (46) and away from the seal (58) by a spring (66). First (80) and second (108) diaphragms connected to the plungers (68, 96) engage t he housing inner wall in sealing engagement so that fluid must flow through the passages (72, 100). The diaphragms (80, 108) and housing define an expansion chamber (118). A port (40) in fluid communication with the expansion chamber (118) to force the first plunger (68) into engagement with the seal member a nd prevent flow through the passages (72, 10).
