PROBLEM TO BE SOLVED: To enable a plastic bag having contents including liquid stored and sealingly closed therein to be more efficiently processed than that of the prior art in the case that the bag is bound with an adhesive tape. SOLUTION: There are provided a rotary claw 10 formed with a notch 10a for receiving a bag 80 to be bound; an adhesive tape supplying means 30 for supplying an adhesive tape 82 to the rotary claw 10; a tape cutting means 60 for cutting the adhesive tape 82 to a predetermined length; a bag feeding means 14 for feeding the bag 80 into the notch 10a of the rotary claw 10 and preventing the bag 80 from being bulged out of the notch 10a; a transmittance device 50 for transmitting a driving force of a motor 12 to the rotary claw 10, the adhesive tape supplying means 30 and the tape cutting means 60; and a case 90 having these members installed thereon.
