PROBLEM TO BE SOLVED: To solve the problem of a mobile vehicle using two hydraulic, continuously variable transmissions for straight line traveling and turn traveling that controlling of a hydraulic, continuously variable transmission for turning at a crawling speed rotation value is so difficult that adequate output can not be obtained and the vehicle may not turn when performing turn operation in a low speed (crawling speed) traveling region. SOLUTION: In a traveling and turning system for a mobile vehicle equipped with a hydraulic, continuously variable transmission 4 for outputting traveling power and a hydraulic, continuously variable transmission 5 for outputting turning power, when shifting a steering lever 10 from a neutral position N to a turning position T while traveling at a low speed, the hydraulic, continuously variable transmission 5 is controlled and turning power is outputted after the rotation value is increased to a predetermined value.
