PROBLEM TO BE SOLVED: To provide a tire using a belt-shaped member, which can improve an unbalance amount of dynamic balance by winding an end part of the belt- shaped member provided in even numbered parts in a position rotated by 180 degrees relating to a molded drum and on the same circumference to eliminate unbalance in an opposed part on the circumference, and a method/device of making this tire. SOLUTION: A stranded wire is rubber coated in a belt-shaped material W by two sets of winding devices 1a, 1b, and a winding start position Wx of the belt-shaped material W is provided in two parts in a right/left opposed position in a tire width/peripheral direction and on the same circumference. The winding start position Wx of the belt-shaped material W exists at an opposed position relating to a molded drum D and at one side two parts on the same circumference, so as to eliminate non-uniformity in the opposed position on the circumference, and dynamic balance and static balance, which are an influencing factor of tire uniformity, and an unbalance amount of moment balance, which is one of the factors of dynamic balance, can be improved.
