PROBLEM TO BE SOLVED: To provide a storage container capable of preventing damage to a closed container even if the closed container falls during a refilling operation, and a refilling system and method. SOLUTION: The container body 12 of a concrete cask 10 has a storage portion 22 for storing a canister 14. The refilling system for loading and unloading the canister into and from the storage portion 22 of the container body includes a speed-reducing cylinder 72 having an outside diameter smaller than the diameter of the storage portion and having an inside diameter greater than the diameter of the canister; a first lifting mechanism 74 for lifting and lowering the speed-reducing cylinder between a lowered position inside the storage portion and a lifted position where it is taken out of the storage portion; and a second lifting mechanism 78 having a retaining portion 76 for retaining one end of the canister and used for lifting and lowering the canister relative to the container body. During a refilling operation, with the speed-reducing cylinder mounted in the storage portion of the container body, the canister is loaded into and unloaded from the storage portion by the second lifting mechanism.
