PROBLEM TO BE SOLVED: To easily open a packaging bag when contents are taken out of the bag by a method wherein the packaging bag is formed from a sheet comprising an outside film and an inside film, and the outside film and inside film are bonded to each other by a bonding power corresponding to a peeling strength of 0.03 N/cm-0.26 N/cm, and the periphery of the sheet is heat-sealed. SOLUTION: In the packaging bag comprising a sheet 7, an outside film 1 and an inside polyethylene film 6 are provided and the films 1 and 6 are bonded to each other by a bonding power corresponding to a peeling strength of 0.03 N/cm-0.26 N/cm and the sheet 7 is closed by heat-sealing. An incision 10 is formed in a portion of a heat-sealed part 9, and the film 1 and the film 6 are heat-sealed and joined within an area having a proper width including a line, on which the incision 10 is formed.
