PROBLEM TO BE SOLVED: To provide a method for decomposing dioxins contained in fly ash and at the same time for recovering heavy metals contained therein without requiring large scale facilities. SOLUTION: In the method for decomposing dioxins contained in the fly ash and also for recovering the heavy metals contained therein, the sufficiently dried fly ash is charged into a chlorinating reaction furnace 4, and then the fly ash is reacted with a chlorine gas and a selective chlorinating agent in the absence of steam, in a chlorine gas atmosphere and at a temperature of 600-750 deg.C, and also the dioxin in the fly ash is thermally decomposed and the chlorination-reacted heavy metals are collected in a heavy metal collecting and waste-gas cleaning means 5, thereby making the fly ash harmless and the heavy metal being recovered.
