<p>PROBLEM TO BE SOLVED: To solve a problem of a conventional moving picture coder adopting a code quality control system where a generated code quantity in the unit of GOP is kept constant as its control that might have remarkably deteriorated the subjectivity because the image quality is considerably deteriorated and is temporally propagated on the occurrence of a scene change or a flash. SOLUTION: A prediction efficiency arithmetic means calculates a prediction efficiency in the inter-frame prediction, calculates a basic assigned bit number and an additional assignment bit number on the basis of the prediction efficiency, a data rate and a data quantity in a temporal storage medium, adopts the sum of the basic assigned bit number and the additional assignment bit number for an assigned bit number for a concerned frame when the inter-frame prediction efficiency is lower than a prescribed threshold value or adopts the basic assigned bit number for the assigned bit number for the frame when the inter-frame prediction efficiency is greater than the prescribed threshold value.</p> |
