PROBLEM TO BE SOLVED: To provide a method of manufacturing a valve device for reducing a leakage amount from a valve seat during fully closing of a valve. SOLUTION: By applying a load on a nozzle needle 30 in the direction of pushing a seal portion against the valve seat during laser welding a nozzle hole cup 23 to a valve body 20, the valve seat is deformed along the shape of the seal portion of the nozzle needle 30 when the valve body 20 tends to be deformed with energy applied to the valve body 20 by a laser beam.
