PROBLEM TO BE SOLVED: To provide an oil collecting material having improved oil collecting capacity, a matter for collecting oil using the same produced industrially at a low cost and a method of recovering oil. SOLUTION: The oil collecting base material is formed by arranging many non-combustible lipophilic hydrophobic fibers in parallel. The oil collecting material is constituted using the base material. The oil collector is formed by connecting the many collecting tools each other with a rope. The method of recovering oil is performed by using the same.
