PROBLEM TO BE SOLVED: To provide an interpolation signal generating device that suppresses a tilt edge of an image pattern from being fluctuated on an image even when applying in-field interpolation to a video signal with the image pattern in a tilt direction. SOLUTION: A block signal generating circuit 17 extracts a pixel pair in point symmetry relation around a position of an interpolated pixel and a correlation detection circuit 22 detects the correlation of pixel information of each pixel pair and decides interpolated pixel information on the basis of a pixel pair having the high correlation to generate an interpolation signal. The correlation detection circuit 22 detects the correlation of the pixel pair on the basis of pixel information in an area including pixels around each pixel of the pixel pair and pixel information of an area including pixels around the interpolated pixel.
