PROBLEM TO BE SOLVED: To provide technology to efficiently and stably perform inference with small burden by adding preconditions and postconditions by unit of a series of protocols in an interaction protocol of multi-agent utilizing a mental model. SOLUTION: A belief and knowledge database 1 holds an internal state of an agent. A target desired to be achieved by the agent is set in a desire list 4. A plan library 2 realizes activities of the agent and holds plural plans including the preconditions, actions, the postconditions. An intention list 5 holds a plan selected to be executed. An inference part 3 selects and executes the next action among the plans stored in the plan library 2 based on the internal state of the agent.
