PROBLEM TO BE SOLVED: To enable adjustment external to a control circuit of input voltage, that determines the starting operation or the stopping operation of a switching power supply. SOLUTION: In an on-board formation region 10, a switching element 11, comprising a power MOSFET whose drain is connected with an input terminal Ti and whose source, is connected with an output terminal To, and a control circuit 12, having connections with the input terminal Ti, a power supply terminal Tp, a control terminal Tc, and the gate of the switching element 11, respectively, and for switching control of the switching element 11 are formed. The power supply terminal Tp is supplied with a supply voltage, on which the control circuit 12 operates. The control terminal Tc is supplied with feedback signals for control from the secondary side. A first resistor 61 and a second resistor 62, for starting/stopping voltage adjustment with which the starting voltage or the stopping voltage of the control circuit 12, can be established on a device-by-device basis and are connected in parallel with an input capacitor 52.
