PROBLEM TO BE SOLVED: To calculate a proper saturated traffic flow rate, according to traffic state to calculate an optimum signal control parameter or a precise traveling time, and to automatically conform the traffic flow rate to a change of traffic state to reduce the cost. SOLUTION: In this method, it is determined whether the blue display of a direction subjected to calculation of saturated traffic flow rate is started (S1), and when the blue display is started, the number of passed vehicles and the vehicle-to-vehicle time are measured, respectively. When the number of passed vehicles is n or larger (S3), the number of passed vehicles and the vehicle-to-vehicle time are accumulated (S4), and when the accumulated number of the vehicle-to-vehicle time is m or larger (S5), the average vehicle-to-vehicle time is calculated (S6). It is determined whether the average vehicle-to-vehicle time is p sec or shorter (S7). If it is p sec or shorter, it is determined whether the blue in this direction is continued (S8). If the blue display is continued, the procedure is returned to S2, and if the blue display is not continued, or the average vehicle-to-vehicle time is larger than p sec in S7, the saturated traffic flow rate is calculated in a step S9.
