PROBLEM TO BE SOLVED: To provide a optical light control element having a high-speed wavelength conversion function capable of the same wavelength conversion without a wavelength filter. SOLUTION: Depending on a first input light signal intensity with an optional wavelength, the optical light control element modulates a second input light with a wavelength equivalent to or different from the first input signal light. The optical light control element has a structure 403 which converges the first input light and the second input light and distributes them to a plurality of ports, media 401, 402 which are each connected to the plurality of ports and vary in refractive index depending on the first input light intensity, a structure 404 which converges output from the media, and a structure 413 which branches and delays the second input light.
