PURPOSE: To provide a video recording and reproducing device with which a commercial message section can be distinguished even when a broadcasting mode is equal. CONSTITUTION: A television broadcasting signal is recorded in a magnetic tape 1 by a magnetic head 4 and this is reproduced. When recording the television broadcasting signal while using a recording and reproducing means, a voiceless section is detected from the audio signal of this television signal by a voiceless section detector 11. A commercial message section detecting means 13 detects the section of this message in the television broadcasting signal corresponding to the time interval between the voiceless sections detected by this voiceless section detecting means, and information showing the recording position of this message section, that is detected by this message section detecting means, into the magnetic tape 1 is stored in a CM information storage circuit 12. When reproducing the television broadcasting signal from the magnetic tape 1, based on the information which is stored in the storage circuit and shows the recording position of this message section into the magnetic tape 1, the signal is reproduced while skipping this message section at the recording position of this message section into the magnetic tape 1.
