PROBLEM TO BE SOLVED: To enhance the efficiency of communication by utilizing symbol data included in a control process program such as a ladder program in the communication among a host computer and plural dissimilar PLCs. SOLUTION: Pieces of the symbol data corresponding to device addresses from the respective ladder programs are extracted by ladder editors 16a, 16b to create the ladder programs of the dissimilar PLCs 3. The pieces of the symbol data are fetched by a data fetching part 11b, a device information table to correlate symbol names to be expressed by the symbol data according to formats of the symbol data with device addresses and device names corresponding to them is created and the table is correlated by a common symbol name. The communication between the host computer 1 and the PLCs 3 is controlled so as to transfer the data to corresponding devices (input equipment 6 and output equipment 7) based on the common symbol name in a data distributing part 28.
