PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for negative electrification having excellent electrification performance, sensitivity or the like and reduced photomemory, image flow, cracks or the like, and an electrophotographic device which uses the above photoreceptor. SOLUTION: The electrophotographic photoreceptor for negative electrification is manufactured by successively laminating a photoconductive layer 103 and a surface layer 106 consisting of a first surface layer 104 and a second surface layer 105 on a conductive supporting body 101. The first surface layer 104 contains Si atoms, C atoms, IIIb group atoms and H atoms and/or halogen atoms, while the second surface layer 105 contains Si atoms, C atoms and H atoms and/or halogen atoms. The content of C atoms in the second surface layer 105 is larger than that of the first surface layer 104. The content of group IIIb atoms is maximum near the interface between the first surface layer 104 and second surface layer 105. The photoreceptor is used for the electrophotograhic device.
