PROBLEM TO BE SOLVED: To improve the generation efficiency of ozone gas by preventing the decomposition of once generated ozone gas by the high temperature heat unavoidably generated in corona discharge electric field between a corona discharge electrode and a counter high voltage electrode. SOLUTION: The cylindrical counter electrode 5 constituted of an air permeable member is disposed in a gas passage 4 between a gas inlet 2 and a gas outlet 3, the corona discharge electrode 6 is arranged in the axial center part of the air permeable cylindrical counter electrode 5 and at least a part of the air permeable cylindrical counter electrode 5 is constituted of a cooling medium pipe 8 to directly cool the air permeable counter electrode 5 itself with a cooling medium flowing the cooling medium pipe 8.
