PROBLEM TO BE SOLVED: To solve such a problem that the response of a server to a user request is made slow and the server breaks down if things come to the worst when access to a popular site is concentrated. SOLUTION: This request processor 30 is provided with a main processor 34 for executing a service and a pre-processor 32 for limiting a request from a user. A request limiting part 40 of the pre-processor 32 allows the request to wait by issuing a reference ticket. A situation presenting part 38 conveys the waiting information and the reference ticket number to the user. A waiting room managing part 44 provides an additional service having a sense of amusement to the user in a waiting state. A request issue permitting part 42 permits the user whose turn comes around to issue the request.
