PROBLEM TO BE SOLVED: To provide a ferritic stainless steel having excellent surface properties, further producible without causing the reduction of productivity and problems in the production and having excellent bending workability, particularly, in the direction (C direction) orthogonal to the rolling direction. SOLUTION: This steel has a component composition containing, by mass, <=0.2% C, 0.15 to 0.32% Si, <=0.4% Mn, 10 to 25% Cr and <=0.005% Al, also containing the above Mn and Si so as to satisfy Mn/Si>=1.25, and the balance Fe with inevitable impurities, and the content of Cr2O3 in deoxidized products present in the steel is controlled to >=25%.
