PROBLEM TO BE SOLVED: To provide an agitator for agitating efficiently liquid without needing a mechanical driving source such as a propeller, and a snow melting apparatus for melting efficiently a snow block. SOLUTION: In the agitator or the snow melting apparatus having a cylindrical container of an inside diameter D or a container having a top view shape of a polygon having an inscribed circle diameter D, water in which liquid to be agitated or a snow block to be melted is charged is housed in the container, one or more nozzles for supplying gas into liquid or water which are oriented downward are arranged in a place of a height H from the liquid surface or the water surface, the ratio (LV-H)/D of a bubble arrival depth from the liquid surface or the water surface (LV-H)=4.1 dn Frm1/3 (wherein dn is the inside diameter of the nozzle; Frm is a corrected Froude number) to the inside diameter or the inscribed circle diameter D is 0.3-1, and the flow rate Qg of the gas supplied from the nozzles into the liquid or the water is a flow rate which meetsρLQg2/(σL D3)=10-5 (whereinρL is the density of the liquid or water;σL is the surface tension of the liquid or water) or above.
