PROBLEM TO BE SOLVED: To provide a signal distributor and a signal multiplexer that can divide a transmission signal and transmit the divided signals to transmission channels so as to transmit the transmission signal at a high bit rate through the transmission channels each having a small transmission capacity. SOLUTION: The signal distributor 10 at a signal transmitter side sequentially and switchingly distributes an input signal to a plurality of systems in the unit of a prescribed number of packets at a lower transmission rate for each system. The signal multiplexer 13 on a signal receiver side receives the signals sent by each system, restores the transmission rate of the received signal of each system to a transmission rate of the original packet and also restores the signal into the original consecutive packet through sequentially switching inverse to the distribution so as to achieve the purpose.
