PROBLEM TO BE SOLVED: To provide a scrambling technology causing no deterioration in image compression rate. SOLUTION: The image scrambler comprises means for dividing an original image into two or more blocks, a sorting means for rearranging sets each including information for specifying each block and its position in the order of the representative value of luminance in each block, and an image converting means for generating a converted image by arranging each block in the order of the representative value.
