PROBLEM TO BE SOLVED: To stably and economically perform a multicast communication by a method where the convergence time of a control message and the band consumption of the control message are suppressed to be small in a connectionless- mode communication network. SOLUTION: In the connectionless-mode communication network, a terminal device and a relay device are constituted with their transfer destinations being decided, while they communicate with a route control device.
