PURPOSE: A measuring and compensating device and a method to solve a social problem and to aim a specific purpose are provided to make a user perform a lot of chatting and call to a foreigner on the Internet by giving a lottery ticket and premium. CONSTITUTION: The element factors comprise the time variable means, the location variable means and the other variable means. A result value is produced by using a function of the element factors. The result value converts into a consonant and a vowel or a number, and the number of free exchange ticket comprises the converted values. The time/date relating variable such as time, using time, conversation/chatting time includes a birth data, the Internet using time/date, a time for typing a certain phrase, a time for purchasing goods. The location variable includes a company name, an IP address, a web URL(Uniform Resource Locator), a residential region, a dating place, a traveling place, a nationality, and a nation. The other variable includes all elements using on the network or the Internet such as a content of typing letters, a phrase/word among typing letters, a reporter, a sender and a receiver.
