PROBLEM TO BE SOLVED: To provide a scaffold unit capable of being easily and firmly assembled on a horizontal structural member such as an upper chord member in a bridge structure and for safely performing inspection and painting work of the horizontal structural member and a scaffold device using this scaffold unit. SOLUTION: A horizontal rod composed of straight shape steel having the specific length is turned so as to cross at a right angle to the horizontal structural member, the under surface central part is supported on the horizontal structural member, upper end parts of a pair of left and right inner and outer leg rods are respectively connected and fixed by bolts to both side parts of the horizontal rod projecting to both sides from the horizontal structural member, these inner and outer leg rods are suspended from the horizontal rod, a scaffold plate support rod is connected between the lower ends of the laterally adjacent leg rods to constitute this scaffold unit. This scaffold unit is arranged in a plurality at regular intervals in the lengthwise direction on the horizontal structural member in a straddling state, and a handrail and a scaffold plate are installed between the adjacent scaffold units to constitute this scaffold device.
