PROBLEM TO BE SOLVED: To provide a steel pipe pile torque transmitting device capable of forming a structure compact and simple, holding a foundation pile from the inner circumferential surface side, and transmitting torque of it. SOLUTION: This steel pipe pile torque transmitting device is composed of a joint 2 to couple the device to an output shaft of a hydraulic motor, a housing 3 installed on the joint 2 to be inserted from an upper end opening of the steel pipe pile, a clutch mechanism 4 disposed on an outer circumference of the housing 3 to be friction-engaged with an inner circumferential surface of the steel pipe pile when it is rotated, and a chuck mechanism 5 to be friction- engaged with the inner circumferential surface of the steel pipe pile when it is moved in a drawn direction from the steel pipe pile. The clutch mechanism 4 is composed of a friction body 40 oscillated by an oscillation shaft 42, and the chuck mechanism 5 is composed of a clamp 50 rotated by a rotary shaft 51 disposed in a circumferential direction of the steel pipe pile. An actuation means 6 to release friction engagement of the clamp 50 by actuation of a shaft 60 and a cam mechanism may be provided on an axial center of the housing 3.
