PROBLEM TO BE SOLVED: To provide a preparation process of a vinyl acetate resin emulsion that has a small viscosity-increase at low temperatures because of its small temperature dependency of the viscosity, has an excellent film-formability at low temperatures because of its sufficiently low minimum-temperature for film formation and, therefore, has an excellent operability and an excellent initial adhesiveness even in winter. SOLUTION: A vinyl acetate resin emulsion is prepared by carrying out a seed polymerization of a vinyl acetate monomer using polyvinyl alcohol as the protection colloid and an ethylene/vinyl acetate copolymer in an ethylene/ vinyl acetate copolymer emulsion as the seed in the presence of ferric chloride. In this process, 0.08-1.2 pts.wt. of ferric chloride is added to 100 pts.wt. of vinyl acetate monomer before the polymerization of vinyl acetate monomer.
