PROBLEM TO BE SOLVED: To provide a mobile communication system to solve intricate procedures after a calling procedure of a mobile terminal, a calling method of the same and a recording medium recording a calling program. SOLUTION: In a mobile communication system 1 utilizing a radio communication, an exchange 20 for exchanging a communication for a mobile terminal 10 of a user transmits a call message of a radio control protocol for calling the terminal 10, including a mobile management a high-order protocol of the radio control protocol. The terminal 10 receives the call message including the message of the high-order protocol sent by the exchange 20. Upon establishing the connection with the exchange 20 corresponding to the call message, the terminal 10 executes a process corresponding to the received message of the high-order protocol. The exchange 20 relays communication to the terminal 10 from another exchange 20, and, upon receiving a transmitted message by the high-order message to a terminal 10 with no established connection from another exchange 20, the exchange 20 transmits a call message including the received message by the high-order protocol.
