PURPOSE: An advertising system and method for discounting a rental fee of a high speed communication network is provided to give a substantial profit to members who click an advertisement and to obtain an advertising effect more than an invested capital by giving a member joining right and discounting a rental fee of the high speed communication network in accordance with the number of hit ratio. CONSTITUTION: A Web server(111) transmits member information prepared at a member joining process to a member managing server(112). The member managing server(112) links to the member information and stores the information in a member database(113), updates and stores a reserve fund in accordance with click numbers of a moving picture advertisement. The Web server(111) supplies the environment in order for an advertiser(103) to update a moving picture advertisement, and transmits the moving picture advertisement data to an advertisement managing server(114). The advertisement managing server(114) stores the corresponding moving picture advertisement data in an advertisement database(115) with information related to the advertiser(103), and reads necessary advertisement data and displays a user's screen through the Web server(111). The advertisement managing server(114) inquires and manages an advertisement database(115), an advertisement access database(116), and an advertisement totalizing database(117). Information and moving picture advertisement data with respect to the advertiser(103) are linked and stored in the advertisement database(115).
