PROBLEM TO BE SOLVED: To obtain a water-based cosmetic having a refreshing feeling of use and comprising a powder formulated therein in which a uniform dispersion state is stably maintained in the water-based cosmetic comprising the powder formulated therein such as a foundation, a lipstick, a rouge, an eye liner, a mascara, an eye shadow, an eyebrow pencil, a carmine lotion, a toilet lotion or a milky lotion. SOLUTION: This water-based cosmetic is characterized as comprising polysaccharides composed of at least glucose, fucose, glucuronic acid and rhamnose as a constituent monosaccharide and a powder.
