PROBLEM TO BE SOLVED: To provide a system allowing a city water dealer to easily judge the replacement timing of a city water pipe of a distributing pipeline of city water or the timing when the bypass work of the distributing pipeline of city water is required in reference to a map screen displaying a wide area. SOLUTION: This complaint content color display system is provided with a map recording means for recording the building frame data corresponding to the actual shapes of a plurality of buildings and the map data including distributing pipeline data of city water, a complaint content recording means for recording the complaint content data on city water from city water users in relation with the position data on the map corresponding to the problem positions of the distributing pipeline or a feed water device subject to complaints and the symbol frame data indicating building frames or complaints, and a complaint content color display means for color-displaying the inside of the building frames or the symbol frames according to the complaint contents on the map screen displaying the wide area.
