摘要 <p>PROBLEM TO BE SOLVED: To provide an image decoding device, having advanced function capable of performing high-speed processing by preventing the wasteful processing of a conventional image decoding device. SOLUTION: A bit-stream break down part 111 extracts a coding-quantization DCT coefficient for each block, and a decoding part 112 decodes the coding- quantization DCT coefficient into run length and a valid coefficient value, and an inverse quantizing part 115 generates an orthogonal transformation coefficient from the run length and the valid coefficient value, and an inverse discrete cosine converting part 116 generates a difference image from the orthogonal transformation coefficient, and a first constant generating part 117 outputs a 'constant 0' when the block is one to be skipped, and an image decoding part 119 newly generates a unit image, by adding a reference unit image to the difference image.</p>
