PROBLEM TO BE SOLVED: To provide an inexpensive device for efficiently jointing shortened paper rolls with each other without generating loosening in a relatively simply method. SOLUTION: This paper winding device 1 is composed of a frame part 2 comprising two pairs of vertical members 2e standing at a specified interval from other, bearing members 2d provided to be stretched between the pairs of the vertical members 2e, and a base seat part 2a placed horizontally, where the vertical members 2e are provided to stand on the base seat part 2a to face each other, with an additional winding paper roll 3, a winding direction inverting roll 4, and a rewinding paper roll 5. After end parts of the rewinding paper roll 5 and the additional winding paper roll 3 are jointed with each other, a shaft 3a of the rewinding paper roll 3 is placed on the bearing members 2d in the frame part 2, the winding direction inverting roll 4 and the rewinding paper roll 5 are then placed above the rewinding paper roll 3, and the additional winding paper roll 3 is rotated, thereby paper of the rewinding paper roll 5 is transferred to the additional winding paper roll.
