PROBLEM TO BE SOLVED: To provide a heater unit capable of equalizing heat along the whole surface when heated, improving durability, and improving manufacturing yield, and to provide a method of manufacturing the same. SOLUTION: On a surface of a base member, a heater line comprising metal film is formed by a film-forming means for flame coating or the like, and a cover member is provided on the base member to cover the heater line for embedding the heater line in its inside. Since the heater line formed like this, especially the heater line formed by flame coating, is porous, its surface area is large compared to that of a dense film, its load density is low, and its durability is improved. In addition, adhesion between the heater line and the base member is improved, heat transfer coefficient is improved, and thermal stress due to temperature difference is reduced. In the porous film, its size to a cross sectional area for obtaining a desired heating value can be large, effects of irregularity in the size of the heater line can be reduced, size to obtain a similar cross-sectional area to that of dense foil can be large, and an area of a part without having the heater line can be small compared to that of the foil, thereby uniformity of surface temperature in the heater unit is improved.
