PROBLEM TO BE SOLVED: To prevent false and wrong information by accurately performing a test without being affected by disturbance light. SOLUTION: A test processing part 35 flashes or blinks a test light source at prescribed frequencies, dirty states of a translucent window is detected by a light reception detecting signal of the test light received by a detecting sensor via the translucent window to be outputted to the outside, and circuit conditions are adjusted for compensating the light reception detecting signal for the dirt. A disturbance light processing part 36 processes it by detecting the effect of the disturbance light from the light reception detecting signal. That is to say, the test is annulled by removing the signal part affected by the disturbance light from the light reception detecting signal obtained during the test or determining the effect of the disturbance light.
