An apparatus for handling safety valves (41) used for shutting off high pressure upward flow through drill pipe or tubing (20). The apparatus includes an adjustable clamp assembly (40) for holding the safety valve (41) on optional telescoping stanchion to prevent rotational movement of the hydraulic extension system (2); a three-stage double-acting hydraulic extension system (2) to provide horizontal (and optionally, rotational) movement of the safety valve (41); a stable track assembly (11) for vertical movement of the apparatus; and a positioning arm (15) with a yoke (19) for placement against the drill pipe or tubing (20), providing a distance measurement used to vertically align the safety valve (41) with the drill pipe or tubing (20).
